Dr. Phillips is a native of Holly Springs, Mississippi. He received his Bachelor of Arts degree from the University of Mississippi in 1965 and his Bachelor of Science degree in 1966. Dr. Phillips received his M.D. degree from the University of Tennessee in 1968, and then completed a medical internship at the University of Tennessee Hospitals, in Memphis, in 1969. Dr. Phillips then served in the United States Air Force obtaining the rank of Major as a general medical officer stationed in England. He returned to the Combined Program in Ophthalmology, University of Alabama Callahan Eye Foundation Hospital, and completed his residency there in 1976. Dr. Phillips completed fellowship training in Cornea and External Disease at the Duke University Eye Center.

Dr. Phillips has been a faculty member since 1977, and is also Chief of the Department of Ophthalmology at Cooper Green Hospital, certified by the American Board of Ophthalmology, and a member of the Castroviejo Cornea Society, and a Fellow of the American College of Surgeons (F.A.C.S.). He is a former state medical director for the Alabama Eye Bank, currently serves as Chairman of the Board, President of the medical staff of Callahan Eye Foundation Hospital and is a member of the American Academy of Ophthalmology.
